Minister for Climate Change and Energy Chris Bowen told reporters on Friday that there would be 'no carve-outs' for Queensland or any other state on the renewable energy requirements for data centres. However, he left the door open for jurisdictions to seek approval to use grid power from fossil fuels, provided they can prove the arrangement would lower costs for households.
'If a state can show that using non-renewable power for a data centre will actually put downward pressure on household electricity prices, we will consider that on its merits,' Bowen said. 'But there is no blanket exemption for anyone.'
The remarks follow a national cabinet meeting on Wednesday where state and territory leaders agreed to work towards consistent mandatory standards for data centres. The joint statement issued after the meeting made no mention of renewable energy targets, a notable omission from earlier drafts championed by Bowen. Critics interpreted the silence as a retreat from the minister's proposal to require all new data centres to be powered by renewable sources by 2030.
Queensland had been pushing for special consideration, arguing that its growing data centre industry—driven by demand from the Asia-Pacific region—could not meet the renewable mandate in the timeframe proposed. State officials had warned that the requirement could push investment to other states or countries with less stringent rules.
Bowen's latest comments appear intended to strike a compromise: no blanket carve-out, but a case-by-case pathway for exemptions tied explicitly to consumer electricity costs. The minister stressed that any such arrangement would need to pass a rigorous cost-benefit test and would be temporary.
Industry groups have cautiously welcomed the flexibility but called for more clarity on the assessment criteria. The Clean Energy Council expressed disappointment, arguing that allowing fossil-fuel-powered data centres undermines Australia's climate commitments. The Australian Energy Market Operator has previously warned that data centres could consume up to 15 per cent of the national electricity grid by 2030, making their power source a critical policy question.
