Nearly 200,000 Bronx residents could be spared from the new federal Medicaid work requirements set to take effect in January, as New York State plans to invoke a little-known hardship exemption based on the borough's high unemployment rate, state health officials said. The exemption would apply automatically to eligible recipients without additional paperwork.
