A rescue operation was launched off Romania's Black Sea coast on Friday after the vessel Khoryv sent a distress signal 13 miles from Constanța, reportedly struck by drones. Nine of the 13 sailors on board were pulled alive from the water, one body was recovered, and three are missing.
