President Volodymyr Zelensky is meeting U.S. envoy Steve Witkoff in Oslo on October 20 as relations between Kyiv and Washington sour over accusations that the United States is using military assistance to pressure Ukraine into halting strikes on Russian oil refineries. Norwegian Prime Minister Jonas Gahr Store and Finnish President Alexander Stubb are also participating in the talks, with other European officials including representatives from the UK, Germany, France, and Poland expected to join.
