US Politics · 18 Oct 2026President imposes, then waive most Graham Act sanctions and duties

President Trump on October 16 signed an executive order implementing the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, imposing a 500 percent ad valorem duty on goods from the Russian Federation and additional duties on countries that import Russian crude oil or facilitate sanctions evasion. However, the same order immediately waived the application of all duties and numerous sanctions provisions, with the President certifying to Congress that the waiver is in the national interests of the United States.
