Moldova has declared a Russian diplomat persona non grata after a Russian Geran drone entered its airspace and crashed near residential buildings in the center of the country, President Maia Sandu announced on October 23. The incident, which occurred during a large-scale Russian attack on Ukraine, underscores the growing security risks to Moldova from the war across its border.

The drone, identified by authorities as a Russian Geran type, came down near family homes and an energy facility in the village of Kistelnita in Telenesti District, approximately 100 meters from a residential building, according to police. Moldovan President Maia Sandu described the incursion as Russia's 'latest dangerous act,' saying 'Russia's war keeps putting Moldovan lives at risk.'

The drone entered Moldovan airspace at around 1:59 p.m. local time during a heavy Russian strike on Ukraine, Moldova's defense ministry reported. It crossed from the direction of Verkhnia Slobidka in Ukraine's Vinnytsia Oblast toward Frunzauca in Camenca District of Moldova's Russian-controlled Transnistria region. The aircraft disappeared from monitoring near Pepeni in Singerei district at 2:10 p.m., reappeared briefly, and was then lost again two minutes later near Meseni in Rezina district.

Russian aerial incursions into Moldovan territory are becoming increasingly routine. Similar violations were recorded on October 16 during an overnight attack on Ukraine. In response to rising incidents, Moldova annouced on October 7 plans to build shelters at border crossings to protect guards and civilians, following an October 5 event where a projectile ricocheted during a Russian attack and struck a passenger bus and a border control booth at the Palanca-Maiaky-Udobne crossing, lightly injuring a border guard.

Analysis

Why This Matters

  • Moldova faces direct security threats from Russia's war in Ukraine, with drones and projectiles entering its territory.
  • The expulsion of a Russian diplomat escalates tensions between Moldova and Russia.
  • The incidents highight the risk of the conflict spilling over into neighbouring countries and destabilising the region.

Background

Moldova shares a border with Ukraine and hosts the breakaway, Russian-backed region of Transnistria. Since Russia's full-scale invasion of Ukraine in 2022, Moldova has experienced repeated airspace violations and debris incidents. The pro-EU government in Chisinau has condemned Russian aggression and sought closer ties with the West, while Moscow has long supported separatist forces in Transnistria.

Key Perspectives

[Moldovan government]: President Maia Sandu and officials describe the incursion as Russia's 'latest dangerous act' and warn that the war is 'dangerously reaching Moldova.' They are bolstering border security and building shelters to protect civilians.

What to Watch

  • Whether Russia responds to the diplomatic expulsion or issues a reciprocal action.
  • Further drone incursions as Russia continues aerial strikes on Ukraine.
  • Moldova's implementation of border shelter plans and any calls for increased international support.
