OpenAI has signed a series of deals spanning energy, investment and government sectors in the United Arab Emirates, as CEO Sam Altman met with Abu Dhabi's crown prince and the AI lab works to secure funding from the region for a $20 billion capital raise.

The Abu Dhabi Media Office said on Monday that Altman met with Khaled bin Mohamed bin Zayed Al Nahyan, crown prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, as OpenAI secured arrangements for a number of sectors to use its models.

The Abu Dhabi National Oil Company (ADNOC) and G42 signed an agreement to deploy OpenAI's frontier technology. Sovereign investor Mubadala, Inception42 and OpenAI signed an agreement to apply advanced AI capabilities to investment analysis. The Abu Dhabi Government announced an initiative with the AI lab to translate government policies and regulations into machine-readable form. Inception42 and OpenAI also signed a five-year agreement to enable the adoption of frontier AI across government, enterprise and education.

"Abu Dhabi and the UAE are setting a bold, global standard for AI integration across both the public and private sectors to make sure the benefits of AI reach everyone," Altman said in a statement. "We are proud to support the UAE's ambition, anchored in a shared commitment to safety, accessibility and responsible innovation."

The Middle East has emerged as a key AI hub in recent years, with US big tech companies signing deals to develop large data centers in the region, though ongoing conflict has tested that appeal. OpenAI and Anthropic have turned to Middle East investors as they have looked for ever-larger pools of capital to fund growth. MGX, an Abu Dhabi-based investment firm, has backed both labs, including co-leading Anthropic's $30 billion raise in February and OpenAI's $122 billion raise in March. OpenAI is currently seeking to raise $20 billion in a new funding round co-led by investors from the United Arab Emirates, CNBC reported on Saturday.

Analysis

Why This Matters

  • OpenAI's deepening ties with Abu Dhabi signal the growing importance of Middle East sovereign wealth funds as a source of capital for frontier AI labs, which require billions of dollars to develop and run advanced models.
  • The deals integrate OpenAI's technology into critical national infrastructure, energy, investment and government, giving the UAE a potential edge in applying AI at scale across the public and private sectors.
  • The relationship raises questions about the governance of AI models when a single foreign government gains extensive access to frontier technology through both investment and deployment agreements.

Background

The United Arab Emirates has positioned itself as a global AI hub, with Abu Dhabi's MGX investment firm backing both OpenAI and Anthropic in multibillion-dollar funding rounds. OpenAI is currently raising $20 billion in a new round co-led by UAE investors, following a $122 billion raise in March that MGX co-led. The AI lab has turned to Middle East capital as it competes with rivals for the vast sums needed to build and run cutting-edge models.

Key Perspectives

  • Sam Altman, CEO of OpenAI: said Abu Dhabi and the UAE are "setting a bold, global standard for AI integration" and that OpenAI is "proud to support the UAE's ambition, anchored in a shared commitment to safety, accessibility and responsible innovation."

What to Watch

  • The close of OpenAI's $20 billion funding round and the specific UAE investors that participate.
  • How the deployment of frontier AI in ADNOC and Mubadala's investment operations compares with similar deals elsewhere, particularly in the US and Europe.
  • Whether ongoing conflict in the Middle East affects the pace of AI infrastructure development and investor appetite for the region.
