Oracle on Tuesday announced an expanded collaboration with OpenAI, integrating ChatGPT and Codex into its database applications, and said it will make Google's tensor processing unit and OpenAI's Jalapeño chip available on its cloud infrastructure.

At Oracle AI World in Las Vegas, Oracle president of Cloud Infrastructure Mahesh Thiagarajan told CNBC that using ChatGPT “allows anybody to build an application, deploy it, manage it.” The software maker's database is widely used in healthcare and finance to log and secure data.

OpenAI CEO Sam Altman is set to join Oracle co-CEO Clay Magouyrk on stage for a keynote Tuesday afternoon. The announcement comes a day after OpenAI rival Anthropic filed its S-1 for an initial public offering.

Thiagarajan said his team observed OpenAI's GPT-6 Astra model being trained at Oracle's Stargate data center campus in Abilene, Texas. “More businesses are choosing OpenAI as we make it easier to put AI to work through the tools and systems they already use,” said Greg Brockman, president and co-founder of OpenAI, in a press release.

Oracle also said it is making different hardware accessible on its cloud, including Google's tensor processing unit AI chips, OpenAI's Jalapeño chip, and Cerebras systems. It is the first time Google's custom chips will run on another hyperscaler's cloud. Thiagarajan said chip scarcity remains an issue and that customers can benefit from having different accelerators to choose from. Asked if this marks a pivot away from Nvidia GPUs, he said no, adding that Nvidia chips are “the best, most fungible.”..th a Cerebras spokesperson said the deal is material but did not disclose the scale due to a quiet period. Cerebras stock climbed about 8% on the news. Oracle shares rose nearly 5%.

The announcement comes seven months after Amazon Web Services announced it wuld bring Cerebras hardware into its data centers.

Thiagarajan also addressed Oracle's multibillion-dollar New Mexico data center dubbed Project Jupiter, which has received local community pushback. He said Jupiter is one of 30–40 data center projects in development per quarter. A hearing on air quality permitting is scheduled for Dec. 7 in Sunland Park. Oracle last month sent a force majeure notice to its backer Blue Owl Capital over the project but maintains it is on schedule.

Investors are watching Oracle's upcoming investor day, where they will look for updates on fiscal 2030 revenue targets and margin profiles amid rising costs. Bank of America analysts said they expect clarity on major data center projects. Oracle shares are down more than 30% this year amid concerns about how it will finance its infrastructure pipeline.

Analysis

Why This Matters

  • Oracle's database powers critical systems in healthcare and finance; integrating ChatGPT and Codex directly into those tools could make AI-driven data analysis and application building more accessible for enterprise customers.
  • The addition of Google's TPU and OpenAI's custom chip on Oracle Cloud provides more options for AI workloads, potentially easing chip scarcity that has constrained model training and deployment.
  • Oacles aggressive data center buildout, including the controversial Project Jupiter, signals a bet that cloud demand will continue growing, but the stock's 30% decline this year shows investor unease about financing and execution risks.

Background

Oracle has mounted an ambitious push to expand its cloud infrastructure, competing with AWS, Microsoft Azure and Google Cloud. The company's database remains a dominant enterprise product, but it has faced questions about how it will fund its data center pipeline. Project Jupiter, a multibillion-dollar facility in New Mexico, has drawn local opposition over air quality concerns. The collaboration with OpenAI deepens ties between the two companies: OpenAI's GPT-6 Astra was trained at Oracle's Stargate campus.

What to Watch

  • Oracle's investor day, where the company is expected to update its fiscal 20230 revenue targets and address financing concerns for its data center pipeline.
  • The Dec. 7 air quality hearing in Sunland Park, New Mexico, that could affect the timeline of Project Jupiter.n- Whether Cerebras emerges from its quiet period and reveals the size of its Oracle deal, a potential validation signal for non-Nvidia AI hardware.
