Russian attacks killed two people and injured 37 across Ukraine over the past day, Ukrainian authorities reported on Nov. 7, as an overnight mass drone and missile attack hit energy infrastructure. President Volodymyr Zelensky said Russia hit a substation in Kyiv Oblast that links the western Rivne and Khmelnytskyi nuclear plants to Kyiv and Ukraine's central regions.
Russia was preparing for trilateral talks by launching ballistic missiles at Ukraine's critical infrastructure. In the overnight assault, Russia launched 172 drones and 36 ballistic missiles, according to the president and the Air Force. Ukrainian air defenses reported intercepting 149 of the drones and four missiles, but impacts were recorded at 24 locations.
Kyiv was the main target of the ballistic missiles. Zelensky said all 36 were aimed at the capital and the surrounding region. The city faced “serious difficulties with its electricity, water, and heat supplies,” he wrote on X, adding that residential buildings and the Northern Bridge were damaged. At least six people were injured in Kyiv, while Russia's attack on the wider Kyiv Oblast killed one person and injured two others, and damaged energy facilities in the Bucha and Obukhiv districts.
Substations were also damaged in Vinnytsia, Zhytomyr, Rivne, Kharkiv, and Dnipro oblasts, the president said. In Sumy Oblast, the regional military administration said Russian forces carried out nearly 60 attacks on 22 settlements, killing a 52-year-old man in a drone strike and injuring ten. Injuries were reported in Kherson (seven), Dnipropetrovsk (six), Donetsk (four), Zaporizhzhia (one), Kharkiv (one), and Vinnytsia (one) oblasts. In Zaporizhzhia, Russian troops carried out 848 attacks on 55 settlements over the past day. Repair and rescue operations are underway wherever the security situation allows.
Analysis
Why This Matters
- Strikes on substations serving the Rivne and Khmelnytskyi nuclear plants raise risks to nuclear safety and energy supply for central Ukraine.
- Targeting Kyiv's electricity, water, and heat supplies threatens a severe winter emergency.
- The simultaneous use of 172 drones and 36 ballistic missiles represents a significant intensification of Russia's air campaign.
Background
The overnight assault is part of a broader campaign against Ukraine's energy infrastructure that Ukrainian officials say is aimed at crippling critical infrastructure during the war.
What to Watch
- The condition of the Kyiv substation and how quickly power can be restored.
- What "trilateral talks" President Zelensky referred to in his statement.
- Whether further mass strikes on the energy grid follow.
