The assessment, prepared by the HiRISK group — comprising experts from the Asian Mountain Academic Alliance, the Stimson Center, and China's Institute of Mountain Hazards and Environment — analysed satellite imagery of the affected area and found changes in the glacier's surface in the days before it collapsed on August 27.
Despite a bilateral meeting in Kathmandu in May between Nepali and Chinese officials to discuss glacier-related hazards and monitoring measures, no early warning system had been set up in the area. The report notes that conventional warning systems would have provided minimal notice at the border checkpoint of Rasuwagadhi (Gyirong Port) given the speed of the initial avalanche, but downstream, communities with warning times of 10 minutes or more could have been evacuated if comprehensive systems existed.
Jakob Steiner, a co-author of the report and a geologist advising the Nepali government on Himalayan disaster risk, told the ABC that early warning systems for construction workers were "very weak".
The massive flash flood tore through the Trishuli River valley, damaging several high-altitude infrastructure projects, including roads, dams, tunnels and hydro-electric plants. The Nepali government said at least 933 workers were believed to be trapped at about half a dozen hydropower projects. So far, about 300 workers have been evacuated from a collapsed tunnel at the Upper Trishuli hydropower project.
Among the missing are believed to be hundreds of Nepali, Chinese and Indian construction workers. The disaster has exposed the vulnerability of the region's rapid infrastructure expansion, which has seen Nepal and China launch numerous high-altitude projects along their border over the past decade.
