ECB President Christine Lagarde has informed the Governing Council and European Council President António Costa that she will step down from her position on 7 February 2027, the central bank announced.
The 30 October summary of decisions taken by the Governing Council during the month included the announcement.
In addition to the leadership transition, the council approved T2 Currency Participation Agreements with Sveriges Riksbank and Danmarks Nationalbank, issued opinions on legislation for Belgium, Cyprus and Slovenia, and amended the Eurosystem's accounting and financial reporting framework to enhance transparency through a new consolidated balance sheet format.
The council appointed Petra Senkovic, ECB Director General Legal Services, as Chair of the Legal Committee (LEGCO) effective 1 November. She will succeed Chiara Zilioli, who is retiring. The appointment runs until 31 December 2028.
In international cooperation, the council supported extending the third phase of the European System of Central Banks (ESCB) cooperation programme for the Western Balkans to include the central banks of Moldova and Ukraine. The programme, coordinated by Deutsche Bundesbank and financed by the European Commission, will consist of two regional components: one for Moldova and Ukraine and the WB6 component for the ongoing programme for the Western Balkans.
Analysis
Why This Matters
- The ECB President leads monetary policy for the Eurozone, one of the world's largest economies. A change at the top can influence policy direction and market expectations.
- Extending the central bank cooperation programme to Ukraine and Moldova is a concrete step integrating these countries into European financial systems amid ongoing geopolitical tensions.
- The T2 agreements with Sweden and Denmark deepen the integration of non-euro EU member states into the Eurosystem's real-time settlement infrastructure.
Background
Christine Lagarde has served as President of the European Central Bank since 2019. Her decision to step down on 7 February 2027 will trigger the formal succession process under the EU treaties, involving a nomination by the European Council and approval by the European Parliament.
T2 is the Eurosystem's real-time gross settlement system. The other decisions reflect routine and ongoing governance, technical, and international cooperation work.
What to Watch
- The timeline and identity of the candidate to succeed Lagarde.
- The implementation of the T2 agreements with Sveriges Riksbank and Danmarks Nationalbank.
- The specific capacity-building activities funded under the new Moldova and Ukraine components of the Western Balkans programme.
