OpenAI's sixth public threat report, released on August 26, details how the operation leveraged ChatGPT to amplify a fake think tank's content without using the AI to generate the articles themselves. Instead, the operators employed the chatbot to polish posts and remove linguistic markers that would identify them as Russian speakers, a tactic that ultimately failed due to telltale phrasing.
According to OpenAI, the IBI website was registered in February of the previous year and featured a 'sovereignty index' that ranked Russia among the top nations, alongside academic papers stolen from real researchers. Of 36 articles sampled, 34 were copied from authentic sources, with some falsely attributed to prominent figures such as Francis Fukuyama and Noam Chomsky. The site also credited migration-policy research to an Australian professor of food science, an individual with no relevant expertise.
The operators used ChatGPT to compose posts and replies promoting the IBI across Substack, Telegram, X, Facebook, and LinkedIn. One IBI article notably referred to Germany's traffic-light coalition as 'the Svetofor coalition,' a direct Russian-to-English translation that no native English or German speaker would use. A Telegram channel associated with the operation was described as offering 'a totally unhackneyed perspective,' another phrase that raised red flags.
OpenAI stated that the non-AI material carried these obvious tells, undermining the operation's credibility. The ban comes as part of the company's ongoing efforts to disrupt malicious uses of its technology, a practice it began formalizing in early 2024. The report underscores a broader challenge: AI tools like ChatGPT can be weaponized to amplify disinformation campaigns, even when the core content is not AI-generated.
This incident is not isolated. Governments and tech companies have increasingly faced sophisticated influence operations that combine traditional propaganda techniques with AI-powered amplification. The European Union and the United States have both raised alarms about Russian-linked disinformation targeting their elections and public discourse. OpenAI's report serves as a case study in how adversaries adapt to defenses—using VPNs to bypass geo-blocking and AI to refine messaging—while also highlighting the limits of such tactics when detection systems catch linguistic anomalies.
