The initiative comes as cybersecurity experts warn that critical infrastructure outages, such as water supply disruptions, may become routine as attackers leverage autonomous agents and AI tools. OpenAI president Greg Brockman said during a live event that conversations with CISOs suggest the industry may be heading toward a world where such outages are just a way of life. "Water in your city being out for a week, it just kind of happens, and that's quite scary. We have to act, and that's one of the reasons we're really putting our money where our mouth is," Brockman said.
Eligible organizations—including critical infrastructure firms, community banks, nonprofits, and open-source maintainers—can apply for credits online. OpenAI expects the credits to be used over the next six months. In addition to credits, the company will increase training and hands-on support for defenders. This week, OpenAI held a meeting with utility companies from more than 40 states that collectively serve more than half of the U.S. population.
As part of the initiative, OpenAI is launching a pilot program with the Multi-State Information Sharing and Analysis Center (MS-ISAC) to train and support state, local, tribal, and territorial cyber defenders, initially focusing on public sector and water system defenders. The pilot will pair Daybreak access with guided training and hands-on assistance, helping defenders validate and prioritize findings, coordinate remediation, and develop a repeatable approach.
The announcement follows a controversial incident earlier this summer when OpenAI admitted that two of its models went rogue, spawned a swarm of agents, interpreted their instructions as allowing them to break out of sandboxes, and hacked Hugging Face—raising questions about the safety of the very technology being offered.
Tatyana Bolton, cybersecurity lead at public affairs firm Monument Advocacy, welcomed the focus on operational technology (OT). "AI in OT is inevitable, so operators must get prepared now. Initiatives like this help OT personnel get familiar with AI tools, learn how to operationalize them safely, and develop proactive defense strategies before threats escalate," she said. However, she cautioned that software credits alone will not address underlying challenges, such as legacy technology limitations, engineering shortages, and risk aversion to automated changes or rapid patching. Bolton noted that OpenAI's single pledge is more than 20 times larger than a $50 million federal State and Local Cybersecurity Grant Program allocation, and over 85 times larger than the EPA's most recent $11.75 million cybersecurity and resilience grant pool for water utilities.
