Syrian security forces say they have foiled a plot to attack the Homs oil refinery, arresting a cell affiliated with Lebanon's Hezbollah armed group and seizing explosive devices, while Hezbollah has denied the accusations and said it has no presence on Syrian territory.
Syria's General Intelligence Service (GIS) said on X that the "preemptive security operation" was carried out with the country's Internal Security Forces. It identified two arrested individuals by their initials, M S and B Sh, but did not give the time or location of the operation, which it said resulted in the seizure of explosive devices prepared to execute the plot.
Hezbollah denied the Syrian accusations in a statement, reiterating that it does not have any presence on Syrian territory and is not involved in "any activity that undermines the security and stability of Syria."
Hezbollah fought alongside former President Bashar al-Assad's forces during Syria's nearly 14-year civil war, but relations with Damascus have deteriorated sharply since his overthrow in 2024. Syrian authorities have accused Hezbollah of involvement in a series of alleged plots, including planned assassinations, rocket attacks and arms smuggling.
The Homs refinery is one of Syria's two oil refineries, along with the Baniyas refinery, and plays a key role in securing petroleum products.
In a similar operation, the GIS said on Sunday that they arrested two members of a suspected ISIL (ISIS) cell in the governorate of Deir Az Zor. Investigations showed the detainees were involved in a series of assassinations in the province, the latest targeting a defence ministry member. The operation led to the seizure of weapons and ammunition found in the cell's hideout, the security forces said, adding that authorities were continuing investigations.
Last month, Syria's security forces foiled a plot to target a police patrol in Damascus countryside, saying an ISIL cell was preparing to carry out the attack. Damascus joined the US-led international coalition against ISIL last November.
Analysis
Why This Matters
- The plot against the Homs refinery targets critical energy infrastructure in a country still recovering from civil war and economic hardship.
- The accusation against Hezbollah could further strain already tense relations between Syria and the Lebanese group, with potential implications for regional stability.
- The simultaneous arrest of an ISIL cell shows that Syria continues to face threats from multiple armed groups, even after the fall of the Assad government.
Background
Syria has faced a series of attacks on its energy infrastructure in recent months, including a gas pipeline explosion that took three power stations offline and a fuel pipeline leak near Homs. The country's two oil refineries, Homs and Baniyas, are vital for securing petroleum products amid deep economic pain and fuel price hikes. Hezbollah was a key ally of the former Assad government during the civil war, but relations soured after Assad was overthrown in 2024. Since then, Syrian authorities have repeatedly accused Hezbollah of plotting attacks.
Key Perspectives
Syrian General Intelligence Service: Claims to have foiled a Hezbollah-linked plot against the Homs refinery, arresting two individuals and seizing explosives.
Hezbollah: Denies any involvement, stating it has no presence on Syrian territory and does not engage in activity that undermines Syria's security and stability.
What to Watch
- Whether Syria provides further details or evidence of the alleged Hezbollah plot, including the timing and location of the arrests.
- Hezbollah's next moves: the denial may signal an effort to avoid further escalation with the new Syrian authorities.
- Continued attacks on Syria's energy infrastructure, which could deepen economic hardship and test public patience with the post-war recovery.
