Senator Tim Ayres has been appointed to administer the Department of the Prime Minister and Cabinet (PM&C), reflecting his role contributing to oversight of the Office of Artificial Intelligence, which is designing world-leading national AI standards.

The Prime Minister said the Governor-General had accepted his recommendation to appoint Minister Ayres, and that the statement was made consistent with the recommendations of the Bell Inquiry into the Appointment of the Former Prime Minister to Administer Multiple Departments. Minister Ayres, who continues as Minister for Industry and Innovation and Minister for Science, will administer PM&C alongside the Department of Industry, Science and Research.

The Office of Artificial Intelligence is overseen by the Prime Minister, Minister Ayres and Assistant Minister for Science, Technology and the Digital Economy Andrew Charlton MP. Assistant Minister Charlton is already appointed to administer PM&C in his capacity as Cabinet Secretary.

The government described the Office of AI as designing world-leading national AI standards to ensure Australians can share the benefits of the technology safely and that AI works in Australia's interests.

Analysis

Why This Matters

  • The appointment centralises AI policy oversight within the prime minister's department, giving the Office of Artificial Intelligence direct administrative support from Australia's top public-service agency.
  • It signals the government's prioritisation of AI standards and safety, potentially shaping the regulatory environment for businesses and consumers.
  • The move follows the Bell Inquiry's recommendations on departmental administration, reinforcing procedural reforms after the previous prime minister's multiple department appointments.

Background

The Office of Artificial Intelligence was established to develop national AI standards and policy. The Bell Inquiry examined the appointment of the former prime minister to administer multiple departments and recommended that such appointments be made consistent with ministerial portfolios. This appointment follows that framework.

What to Watch

  • Release of the Office of AI's proposed national standards and any public consultation.
  • Any further ministerial restructuring as AI policy evolves.
  • How the dual administration of PM&C and Industry, Science and Research by Minister Ayres operates in practice.
