Defence ministers from France, Germany, Italy, Poland and the United Kingdom have gathered in Paris on Monday to discuss additional military support for Ukraine, as a Russian strike on Zaporizhzhia injured four people and a Ukrainian drone attack on Russia’s Voronezh region killed two and wounded 17.
The meeting in the French capital follows a previous session in Berlin in June, where the five major European powers pledged continued support for Ukraine, aiming to signal to Moscow that Europe remains firmly behind Kyiv. French officials said the talks would also cover European defence and the regional conflict in the Middle East.
Meanwhile, hostilities on the ground continued. Regional Governor Mykhailo Semikin reported that a Russian strike on Ukraine’s southeastern city of Zaporizhzhia injured four people on Monday morning. Ukraine’s emergency service said two more people were injured in Russian strikes on the Chernihiv region.
The Russian Ministry of Defence claimed its forces hit a power station in Kharkiv, Ukraine’s second-largest city, as well as a nearby warehouse, and a power station in the Khmelnytskyi region. The ministry said Russian forces also targeted port infrastructure in Chornomorsk and a cargo vessel en route to Odesa, which it said was being used for military purposes.
On the Russian side, regional Governor Alexander Gusev said a Ukrainian drone attack on the Voronezh region killed two people and wounded 17, many of whom were passengers on a commuter train hit by falling debris. The attack also caused fires at industrial businesses, a business centre and a residential building, he added.
In an interview aired on Sunday, Ukrainian President Volodymyr Zelenskyy said that for Kyiv to halt strikes on Russian oil refineries, something US President Donald Trump has demanded, Moscow must stop hitting Ukraine’s power infrastructure. Zelenskyy suggested that if Russian strikes on power infrastructure continue, the US should allow the use of Starshield over Russia to detect missile launch sites, or supply Ukraine with Patriot missiles.
Ukraine said on Saturday that the Starlink satellite system and its military version, Starshield, are now fully functional after more than a week of restrictions that had disrupted military operations and intensified tensions with the US. Negotiators from Ukraine, Russia and the United States are expected to meet in Abu Dhabi, UAE, in the first half of November.
Analysis
Why This Matters
- The meeting signals continued European commitment to Ukraine at a time when attacks on both sides are escalating and US policy under Trump has shifted, including demands that Ukraine halt strikes on Russian oil refineries.
- Zelenskyy’s linking of a halt to Ukrainian attacks on Russian oil infrastructure to a Russian halt on Ukrainian power infrastructure sets a potential condition for de-escalation, while his requests for Starshield or Patriot missiles could shape future US military aid.
- The upcoming trilateral talks in Abu Dhabi in November could represent a significant diplomatic push, but the continued civilian casualties on both sides underscore the urgent human cost of the war.
Background
The war between Russia and Ukraine has been ongoing for four and a half years. In recent months, attacks have escalated, with Ukraine targeting Russian oil refineries and Russia bombarding Ukraine with air strikes. The US under President Donald Trump has sought to reduce escalation, demanding that Ukraine stop striking Russian energy infrastructure. Meanwhile, European nations have repeatedly pledged support for Ukraine, with the UK, France, Germany, Italy and Poland coordinating defence aid.
Key Perspectives
Ukrainian President Volodymyr Zelenskyy: Argues that halting Ukrainian strikes on Russian oil refineries is contingent on Russia stopping attacks on Ukraine’s power infrastructure. He has called for the US to provide access to Starshield over Russia or supply Patriot missiles if Russian strikes continue.
Russian Ministry of Defence: Claims its forces struck a power station in Kharkiv, a warehouse, a power station in Khmelnytskyi, port infrastructure in Chornomorsk and a cargo vessel, asserting the vessel was used for military purposes.
European defence ministers (France, Germany, Italy, Poland, UK): At their previous meeting in Berlin in June, pledged continued support for Ukraine, aiming to signal to Moscow that Europe remains firmly behind Kyiv. Their latest meeting in Paris on Monday is expected to reaffirm that stance.
What to Watch
- The outcome of the Paris defence ministers’ meeting, particularly any new commitments or announcements regarding weapons systems or financial aid.
- The trilateral negotiations in Abu Dhabi in early November, which could explore a partial ceasefire or conditions for de-escalation.
- Whether the US responds to Zelenskyy’s requests for Starshield access or Patriot batteries, and whether Russia reacts to the renewed European pledges.
